Fall 2022

Travel Rate Change

The IRS and State of Washington approved a special mid-year adjustment rate to the mileage rate for privately owned vehicles. The IRS has traditionally changed the rate effective January 1, however due to unique circumstances this year a mid-year increase has been adopted. A mid-year change has not occurred since 2011. The Internal Revenue Service announced an increase to 62.5 cents per mile effective July 1, 2022.

Hotel and meal per diem rates for Washington counties are listed on a state map that can be found at www.ofm.wa.gov/ policy/travel.htm. This map contains a link to out-of-state rates.


Bargaining Agreement Data Collection

Do not forget if your district entered/ settled bargaining with certificated staff this summer, districts are required to report the results of each collective bargaining agreement for certificated staff. The law states the results should be reported to OSPI within thirty days of finalizing contracts

OSPI has created a uniform template for this reporting that is available on their website to help facilitate this requirement.   • Election Date: November 8, 2022 | Filing Deadline: August 2, 2022
  • Election Date: February 14, 2023 | Filing Deadline: December 16, 2022
  • Election Date: April 25, 2023 | Filing Deadline: February 24, 2023

Transportation Safety Net Funding

The state budget included $13,000,000 of the general fund-state appropriation for fiscal year 2023 solely for the superintendent (OSPI) to provide transportation safety net funding to school districts with a demonstrated need for additional transportation funding for special passengers. OSPI has begun the process for creating guidelines and submitting applications for the funding.

The actual application for these one-time funds will be available in March 2023.

Districts will have to track the number of transported special program students and the total cost of transporting special program students separately for each of the three special passenger groups identified. Special passengers or "transported special program students" are defined as students with disabilities with a valid IEP, McKinney Vento students, and foster care students.

This information will not be collected in the F-196 but may be requested by OSPI through a survey tool for verification purposes.

This revenue will not be subject to recovery and cannot be carried over since it is provided specifically for the reimbursement of prior expenditures.

WASBO Network Meetings

ESD 123 used to host a number of the WASBO network meetings at our offices. Now that online meetings have become common place we do not plan to be a central gathering place for the meetings. As a reminder the hosted network meetings were: ASB, Accounting and Budgeting/ Small Schools, Legislative Affairs, and payroll/personnel/retirement. Each committee has a standing day of the month when they meet. ASB – 4th Tuesday, ABC/ SS – 4th Wednesday, Legislative Affairs – 3rd Wednesday, Payroll/Personnel/ Retirement – 1st Tuesday. Check the WASBO site (www.wasbo.org) for the specific dates and subjects of the meetings. There are more groups than the ones listed that you may want to consider participating in. Prior meetings are recorded and available on the WASBO website to members.


Fall 2022 STARS Workshops

Plan to attend one of the following workshops for the STARS reporting system. The user interface has been redesigned and looks significantly different. There are also some differences in functionality. All workshops are from 10 am to 12 pm.

  • September 14 – ESD 105
  • September 15 – ESD 123 @ Kennewick Admin Office. Zoom option available September 16 – Walla Walla
  • September 20 – ESD 171 @ Omak Admin Office.
  • September 21 – ESD 171

These workshops should have insights for both the district business manager and transportation supervisors.
