Targeted Violence & Terrorism Prevention

TVTP Program Overview

In October 2023, ESD 123 was awarded a two-year, $1,195,153 Targeted Violence and Terrorism Prevention (TVTP) grant by the Department of Homeland Security (DHS). These TVTP grants are dedicated to “helping local communities develop and strengthen targeted violence and terrorism prevention programs.” The ESD 123 TVTP grant is integrated into the work of the ESD’s Regional Safety Center and Student Support Services. It includes two project areas: Threat Assessment and Youth Resiliency.

Threat Assessment

In partnership with higher education institutions across Benton and Franklin Counties, Threat Assessment will focus on preventing escalation to violence among college students by expanding, supporting, and collaborating with local community colleges in learning and implementing the Salem Keizer Threat Assessment model. The implementation of the Salem Keizer model within our community colleges helps to create a more seamless transition between K-12 and higher education for both educational staff and youth.

Youth Resiliency Program

The Youth Resiliency Program will focus on preventing escalation to violence among 12-18-year-olds in Benton, Franklin, and Walla Walla Counties. This project will provide direct services to youth such as outreach services and case management, coordination of community resources, family education, Youth prevention/intervention groups, youth resilience programming, and community outreach at school and community events.
